Emails released under the Texas Public Information Act show when Precinct 4 Commissioner Scott Akin was contacted about two proposed data-center projects in Wilson County. Here is what those records show, and what they don’t.
Decisions about large projects affect the things Wilson County families count on: the roads we drive, the land and water we depend on, and how our tax dollars are spent. People judge those decisions better when they can see the order of events: who was contacted, when, and about what.
This article puts one set of public records in date order. The records came from a Texas Public Information Act (TPIA) request and cover two proposed data-center efforts: the Misae Energy Hub at Mojo Ranch near Stockdale and 3Di’s Floresville Technology Campus. Commissioner Scott Akin, who represents Precinct 4, appears in several of them.
Mark Hurd believes good county leadership starts with listening, and that trust is kept by being open with residents. This is not an accusation. It is the record, laid out so you can read it and judge for yourself.

Miguel Oneto of Misae Investments emailed Commissioners Jeffery Pierdolla and Scott Akin and County Judge Henry L. Whitman, Jr. He asked about blacktopping County Roads 428 and 427 “up to Mojo Ranch” and about bringing sewer to the site for “the large datacenter development,” which he wrote “will require more than 100 workers every day.”

Commissioner Akin replied the same day. He wrote, “It has been some time since Commissioner Pierdolla and I met with you and your wife,” and said “The area in question is in Precinct Three,” with Commissioner Pierdolla as the point of contact for road cost-sharing. On sewer, he wrote, “The chance of a sewer extension is almost impossible,” and pointed Mr. Oneto to the county permitting office. He signed as Commissioner, Wilson County Precinct Four. The record does not say when that earlier meeting happened or what was discussed.

Mr. Oneto emailed Commissioner Akin, copying Commissioner Pierdolla and Judge Whitman. He wrote that he had met Commissioner Pierdolla at the site and asked for “the exact location of the future CPS substation near Nixon.” No reply from Commissioner Akin appears in this batch of records.

Jeremy Cook of 3D Infrastructure (3Di) told the Floresville Economic Development Corporation that 3Di had identified three Wilson County sites. He wrote that 3Di was in talks with a proposed 145MW solar project in Wilson County (targeted to begin operating in Q3 2028) and a natural-gas (NGCC) power developer, and that 3Di was modeling incentives on the Cinco Data Center project in Medina County. Commissioner Akin was not a recipient of this email. It is included for context.

The Floresville EDC sent 3Di’s mutual non-disclosure agreement (MNDA) to Judge Whitman to sign. This batch does not show whether anyone signed it, and it does not show Commissioner Akin receiving it.

The Wilson County News reported the proposed Misae Energy Hub near Stockdale, including a 500-megawatt data center. County Judge Hank Whitman told the paper that a company was “entertaining building a data AI center in Wilson County,” and that no official permits or proposals had come to the Commissioners Court. This is the earliest public report on either project that we found.

A report written by 3Di, not by the county, describes the Misae project as about 2,742 acres near Stockdale, with a 500MW data center, about 2,170 acres of solar plus storage, and a gas plant. This is 3Di’s description. It is not an official county filing.

Wilson County Permitting Director Luz Serrato emailed Commissioner Akin, Commissioner Pierdolla, other county staff, water suppliers, and FELPS to propose a “Data Center Informative Round Table.” She wrote that “No documents have been submitted to our department” and that the county planned to address development in the area with “a stop work order by the end of this week.” The batch does not show whether the round table took place or whether a stop work order was issued.

A stakeholder meeting on the Floresville Technology Campus was held at FELPS from 10 AM to 1 PM. The agenda included tax revenue vs. tax benefits, entitlement and re-zoning, and impacts on water and ratepayers. Commissioner Akin is not on the invitation list in this batch. His attendance is shown only by Mr. Cook’s May 4 email (below). The batch has no notes or minutes of what was said.

Mr. Cook emailed Commissioner Akin: “it was great meeting you at the project stakeholder meeting at FELPS week before last … you suggested that we reach out to a point of contact at the County Permitting and Development office.”

Mr. Cook emailed the county Permitting and Development office, Commissioner Russell King, and Commissioner Akin. He described the campus at 2517 County Road 302 (Precinct 2) as a hyperscale data center with on-site natural gas power: a $10B–$15B investment, 3,000–5,000 jobs at peak construction, and 50–400 permanent jobs. He pledged investment in roads, fiber, and transmission and protection of the Carrizo-Wilcox aquifer, and he asked for a 60-minute call with the three recipients.

Commissioner King, whose precinct includes the site, asked county officials and staff to meet “prior to sitting down with Mr. Cook.” Commissioner Akin was not on Commissioner King’s May 6 email. On May 8, Mr. Cook confirmed a meeting date and time with Commissioner King. That date is not visible in the record.

During commissioner announcements at the end of the May 26 Commissioners Court meeting, Commissioner Russell King said the county “potentially [has] another data center coming in,” and that the Wilson County EDC “should be coming to our court and briefing us.” Based on our review of the public record, this is the first time a commissioner raised a possible additional data center in open court.

During public comment at the Commissioners Court, resident John Doyle of the Wilson County Resource Preservation Project described the Floresville Technology Campus, citing county emails obtained through a public information request. This is the first public description of that project in open court that we found.

What is and isn’t in the record
These records show when Commissioner Akin was emailed or asked about these projects, when he replied, and one meeting he attended. They show nothing more than that.
In an Oct. 24, 2026 public letter, Commissioner Akin wrote that neither he nor Commissioners Court voted on the east Wilson County federal Opportunity Zone map released by the Wilson County Economic Development Corporation, and that public records requests about data centers and solar farms show no commitment by him to those projects except the Enbridge/Clear Fork Creek solar abatement near Nixon. County agendas and the adopted FY 2026–27 budget are consistent with the part of that account that the Court did not place the Opportunity Zone nomination on its agenda and that the FY 2026–27 WCEDC funding contract was not ratified (budgeted at $90,000; no contract approved on Sept. 28, 2026). Sources: Akin Facebook letter, Oct. 24, 2026; Wilson County FINAL FY 27 BUDGET (line 4786); Wilson County News, “Commissioners mum on contract with EDC,” Sept. 29, 2026; Sept. 4, 2026 special-meeting agenda
On the public record, Commissioner Russell King raised, in open court, the possibility of another data center coming to Wilson County, and asked that the county be briefed. Much of the public’s knowledge of these projects came from news coverage and from residents who requested public records.
This batch of records does not show:
- Any vote by Commissioner Akin on either project.
- Any contract, tax abatement, or commitment of county money.
- Either project site in Precinct 4. The Floresville Technology Campus is described as Precinct 2. Commissioner Akin described the Misae area as Precinct Three.
- Any reply from Commissioner Akin to the August 2025 substation question, or any notes from the April 22, 2026 meeting.
- Whether the 3Di MNDA was signed, whether the February 2026 round table took place, or whether a stop work order was issued.
- Who would pay for road work tied to these projects. Records released so far do not show the county approving or paying for road improvements for either project. In June 2025, Misae asked the county to blacktop County Roads 427 and 428 and was directed to “cost-sharing discussions.” No record shows how that ended. For other projects, the county has used developer agreements, such as a road use agreement with Alina Energy and a proposed road improvement agreement with Clear Fork Creek Solar, which raises a fair question: will these developers be asked to pay for any road work their projects require? Where the record is silent, we say so. If there are more records that add to this timeline or correct it, we want to see them, and we will update this page.
